Appointment Start and End Time Dropdown Show 15 Minute Increments

When creating a new appointment, the start time and end time dropdowns currently show time stamps by the minute. Users would like the time stamps appear in 15 minute increments to reduce time spent scrolling to select the appointment start and end time.

We previously had 15-minute increments. Later requests came for a more granular selection of time, minute by minute. We'll review to see if there is a build that can accommodate both asks. Stay tuned
